Use mass loaded vinyl. Sound travels because solid objects resonate at frequencies similar to the sound waves that hit them. Mass loaded vinyl is literal dead weight and attenuates sound very well. Add rockwool in any cavities for more sound deadening. Beyond that, you need to add open cell foam in the space to "catch" the sound and start attenuating the waves early.
