Use PP405 to restore density. When the density is restored and you are pleased with whatever it is capable of you hop on fin to maintain as it will be cheaper. If it works as speculated it's like a cheat code to go back to the optimal stage to start fin so you're a NW1-2 instead of maintaining a NW3-4.
