Cold during the morning, hot between 10am and 5pm and then it gets cold again very quickly. Buildings are cold all day long. I live in a place with this kind of weather and yeah some people will layer like that, though most just wear warm clothes all day. Lowlifes and blue collar dads that have lost the spark in their eyes will do the dreaded beach shorts and sweater hoodie combo.
