yeah it is
I live in a popular beach city in europe
and most "skinny" women are just unshapely and skinny fat
and there aren't that many to begin with

it's objectively difficult to get to and stay at 20% BF for a women
and always was, even 50, even 100+ years ago

yes men maintaining 12% BF is more difficult
but 15% is probably more similar to 20% for women anyway
