>refuses to use sidewalks
It's literally illegal, for good reason, to bike on sidewalks in many places, especially when one's a seasoned cyclist capable of reaching 25–30MPH. First, you run the huge risk of mowing down a pedestrian. Also, when drivers back out of driveways, they're less likely to see you.
>ride on the shoulder
It's demonstrably less safe for cyclists to do this because then cars feel free to pass without going into the other lane, increasing the risk of the car clipping the cyclist. When the cyclist takes the lane, cars are pressured to pass with more distance between them and the cyclist.
