You might end up needing to experiment with extension cords if your single breaker isn't up to snuff for all that future gear. The setup sounds rad though. Most of my networking stuff if 1g/2.5g/10g small scale crap that can't be traditionally racked without a shelf, so as things stand even with plans to buy a new rack for old parts and maybe rack a current system, I wouldn't need anything huge either. But it would be nice to have shit close enough together to make the upgrade from 10g DAC to 25g fiber make sense.

All things equal, a few high capacity drives. You save space, electricity, and allow for future expansion, with the ability to do silly stuff like virtual disks (bigger than the ones you would be able to make with 8TB drives, anyway).
Another thing to consider is that larger capacity HDDs tend to (but not always) be newer. So if there's any likelihood that you're buying used drives (think old stuff from a datacenter that's being phased out or upgraded) be aware of age as a factor.
