Because the hard reality is right now they can't implement safety measures while having it be marketed and fine tuned for roleplay. US and UK laws have really tightened down, even proprietary model developers are increasingly leaning on big tech. Part of this, the wider roleplaying community has done to itself. The degeneracy it attracts doesn't go unnoticed, and getting anything close to a decent ROI is impossible because half the things that 'could' be profitable no longer are within that system.
