I can't speak to /p/ specifically, but /o/ is an old small board too and by the time /o/ put together its sticky in 2013 the population was already severely degraded. The motivation for the sticky itself was trying to preserve some institutional knowledge before literally everyone had moved on and left but it was already mostly too late.
The fate of the enthusiast boards is to lose enthusiasts in the general pop. And by enthusiast I just mean Doer.
Similar pop shift happened to /ck/ and /cgl/ where you end up with fans of things taking over, rather than amateurs/pros.
