I feel like the answer should be easy here:
LS games should provide the same technical benefits for users after shutting off to those who purchased the game (if it's 'rented', you need to provide those benefits to those renting until the time they paid for is over or pay them back in full for the packet they paid for). If a significant chunk of gameplay requires first-party servers running (indicated either by a core integration into the gameplay like a high score system that enables integrated online comparison of high scores or a multi player mode on a server), the ability to host one of those servers must be given to players or anyone willing to do so.
