A misconception.
Apple computers have been hotboxes since the G3 era, they always sacrifice thermals for noise, 1st general mac mini (PPC) was a hotbox, the intel ones were hotboxes and same story with their laptops.
Removing the intel CPU that was pushed into turbo and sucking DC out a wall socket like cum wasn't going to magically fix it since the issue was that Apple fundamentally did not understand the turbo button issue. That you want a computer to idle low, during moderate performance clock up a little then go turbo only through brutal loads and not say, when it's watching a youtube video.

Switching to ARM gets you the low idle part, but if you never address the power issue then you'll get a hotbox.
Anyone that's seriously undervolted and caps at low clocks on linux or windows knows the trade offs you make in responsiveness, that ultimately capping max frequency has to happen somewhere with a good power profile if you want that balance they're looking for.

So long as you can never undervolt, cap frequencies, control fan curves or purchase sensible fans for apple products, they'll remain whine engines ready to explode at any turn.
Apple's designs are incompatible with the goal of high performance computing outside of a tower format.
