Zotac got a bad rep for scalping RTX 30 cards back in the COVID-19 lockdown.
I'd say only Gigabyte shit the bed this gen because of their thermal gel bullshit.

Try to OC + undervolt that card, it might lessen the coil whine if that's causing the noise.
Set a +120~150MHz offset for the GPU core curve on Afterburner to OC it.
Follow the video guide below to set a voltage cap anywhere between 925~950mV.

If you don't want to do the undervolt thing, you can set a lower power limit (around 140~150W) after you OC'd the core curve.

Check if there's any debris near/inside the fan shroud, use an air duster (hold the fan(s) in place).
