VPSes can be extremely useful in this case, although everyone who uses VPSes should always be aware that it's technically not your hardware and you should have a emergency plan for any kind of "sudden blackout" scenario. Otherwise, I'd say there's a few good workarounds for this problem..

Alternatively, one could use a few loopholes to portray the site as a kids site, or lock it behind a primitive password that could legally allow one to say "oh this is just a site for me and my friends, it's not public whatsoever so we don't need ID verification", right?
