Actually I think there's a good chance that will still be legal under whatever legislation is created. Like, they don't actually want to outlaw rentals as a business, the EU initiatives are just requesting that game developers provide an end-of-life plan. If you clearly state that in two years you're going to pull the plug and anyone who's still playing your game at that point can go fuck himself, that is an end-of-life plan. Perhaps there would be a counter on the Steam store page, showing how long the purchase will last.
