I think the more interesting case is when a collection of pixels can be legal or illegal depending on metadata.
For example, in my country there's a famous case of a 10-year-old boy who tortured and murdered a toddler. He spent time in juvie, but was released at 18 with a cover identity.
I have a picture of this man as an adult, and if I were to post it separately with no context and a meaningless filename there would be no problem. But if I were to post it with a filename that identified who it was, I could be fined or imprisoned.
The same is probably true of anyone in some kind of witness protection programme.
