I have a thinkpad x1 extreme gen 5 with USBC thunderbolt ports. When I connect a 4K logitech webcam to them with a 10gbps USBC cable I can only get 1080p resolution, but if I connect it to the same port with a thunderbolt cable, I can get the full 4K resolution. I thought the thunderbolt port was supposed to default back to standard USB3 if it was connected with a non-thunderbolt cable?

I am able to connect the webcam via the non-thunderbolt USB-C cable to my desktop and still get 4K resolution so it's 100% a problem with the thinkpad.
