It is not that clear what it was done for, the simplest solution would be a live USB, but that would leave the OS in memory, so just removing the USB would not work 100%, unless you changed the boot settings specially for it.
BUT, you could use USB events to trigger the absolute shutdown somewhat trivially with the base coreutils and some shell script.
