They've been slowly working towards it and putting things in place ahead of time. TPM being a requirement for new motherboards/devices. All first world countries moving to federal/Real ID. In America they quietly made digital/fed ID a hard requirement for everyone and you automatically get them when you renew your driver's license now. Have to do it if you want to travel and hold a job. Same goes for owning the cell phone. Impossible to get a job without one now.
