I'm not trolling, you might have a CPU bottleneck. Is it an older CPU? A 3070ti is a perfectly fine card today.
also 128bg of RAM will not fix your problems. you should only be using dual channel ram for gaming. if you have all 4 channels filled up with 128 fucking gb then you are bottlenecking yourself there as well.
