Exactly. The base OS on the other hand, be it Winblows or Loonix, should have a cohesive UI with its default menus and programs. Normalfags might not care, but making your menus consistent is proof you care about the presentation and usability of your OS or programs, and even make it easier for the user to navigate through it. Just because you don't care doesn't mean everyone doesn't either, why do you think UX is a thing? why do you think Apple has its "human interface guidelines"? consistency matters.
