Nta, but I'd say the best designed one are the ones from 95~2000 era, followed by XP, vista/7 and finally windows 10/11 (barely any difference, so I'm putting them on the same category). Windows 8 was the worst one for obvious reasons.
Now, for best start menu, windows XP>7>98>everything else.
