I was able to install win11 23h2 on a machine with a netburst xeon, and it ran fine, enough to browse the web and watch some videos anyway.
people forget that microsoft makes most of their money off oem licenses for prebuilt machines not regular boxed copies of windows, so 24h2 is just a corporate psyop to force people to upgrade to new pcs to make a buck.
