that's 1% of your memory cycles being lost to refresh
tRFC+tREFI is the easiest timing to tune (straightforward: add more, it goes faster) so that's why everyone think it's such a big deal
focus on getting primaries down and frequency up instead, tRC can probably tighten a good bit as well and that would be more impactful than increased tREFI
with your board and kit combination you might even be able to run 8000 in 2:1 mode, that would get it synced up with your 2000 FCLK and since you have dual CCD you would actually benefit from the increased bandwidth
but tuning for 2:1 mode is harder and you need to run stress tests for longer
