How could we possibly know ? It's not as if Civitai or Huggingface says why they remove things.
But here is an interesting timeline, someone uploaded a Kontext undress lora, it was removed from Civitai, a couple of hours later it was reinstated by Civitai with a disclaimer that said you can't use this on real people, then hours later it was removed again, for good.
It would make no sense for this line of events unless Civitai was being put under external pressure.
