I have the same settings as you, and when I open a new tab and IMPORTANT -> don't search for anything, a new tab is actually not opened. It's just a menu.
Do this test:
1) Press "New tab" and don't search anything
2) Fully close the browser app
3) Open it again and observe the new tab is not there.
