Not to defend the Loicense bs, but not even the BBC can just YOLO international media rights. They may have sold the programme, inclusive ALL rights (DVD, streaming, etc) in that territory to a foreign broadcaster. And I'd imagine it wasn't them responsible for the idea of region limiting DVDs either. I saf wouldn't be selling DVDs to dumb Burgers who'd then be too stupid to understand why Region 2's don't work for them and be demanding refuns.
