It's more than just about selling stuff. The EU as a whole has only made it difficult to sell stuff that directly threatens the auto industry for instance, or in this case the Netherlands nationalized something of crucial importance. They aren't after sanctioning China as a whole or prohibiting them from selling their shit to Europe, and that makes all the difference. The Chinese themselves understand this. The EU isn't pursuing isolationist policies or trying to kneecap China because it makes no sense to do so. In Europe the issues with cars or other stuff are cause for self-reflection. Europeans realize they fucked up and admit it, but Americans blubber about how China "cheated them" so the situation is wholly different.
Europe is driven by logic while the US is driven by emotion.
