The Dutch expertise is vibration control and mechatronics. They were dominating scanners before EUV. The whole idea of doing wafer scanning at 0.1nm reproducibility is fucking insane. Americans had nothing remotely resembling ASML's scanner technology, they had already lost at that point. The light source is child's play in comparison.
