It was the most on-topic thread on the board at the time, actually being about creating and using software. It getting banned entirely is just another symptom of how fucked moderation is nowadays.

At the time, no actual pizza was embedded in files. That came much later, way after jannies went scorched earth on /cumg/. I do agree /cumg/ shouldn't have done that, if only because it derailed /cumg/ into being only about embedding, but it was on-topic, didn't harm anyone, and is actually something people on this site had done for ages (all the way back to the early days). It didn't warrant deleting /cumg/ on sight, much less deleting anything related to loli or technical implications of CP (which gets used as excuse for technological censorship now more than ever).
