HR will side with executive management/senior leadership. If your local HR roastie hears that your boss is mis-applying a PTO policy to you (which gets into legal battle territory) they will absolutely correct it.
They are there to protect the business, not your low level middle manager.

Not saying they aren't scum, but they can be incredibly useful when you know you are right. I'm guessing thats a hard ask for you though.
