I mean the narrative was at a dead end otherwise, the author had to pull something. If anything I'd call bullshit on the assumption that I thought it was already established that this was some Hentai World/Logic shit and the cops were useless/corrupt, and that Glasses and the rapist club were all basically untouchable, that suddenly anyone could have just gone to a cop and shouted "hey there's a gang of rapists doing all this raping" and it would get a rapid and competent response there'd be no fucking point to the manga, maybe he also mentioned the grow op
