There were a lot of speculations back in the day. There were rumors that Milky(The original publisher) lost most of the original cell works and hired half ass artists to fill in the missing pieces.

Then there was word that Yoshiten(the main character artist)wanted more pay.

And the last one is that Milky said there were to many pirating over here in the west and gave us the shitty version.

This is why there are so many inconsistency in the art/animations. One moment it's Yoshiten's work, next it's some interns.
