I'm not asking for 100% realistic behaviour all the time. I just want to be able to do things in a freeform way. The most I'd want in that situation is for the game to recognise that people in the rain get wet. NPC behaviour doesn't have to be hyper realistic.
What I want is like 90% there in Dwarf Fortress, in fact Dwarf Fortress is TOO detailed. But it doesn't really have good gameplay in adventure mode. So cut out some of the sim (but make sure everything is still subject to the same rules) and focus more on gameplay, and less on combat and more on being able to do anything. I've done a bit of game dev before and I'm a programmer so I know how possible it is I just don't have time to make it.
