Tobita Shinchi is where you're thinking of. I walked through with my girlfriend and the girls all looked pretty hot. Basically rows of little huts with an old Japanese lady as a lookout.

The girls all look and dress like the types of Korean streamers you'd see on Afreeca TV, complete with cosplay. I think some of them actually were streaming at the time.

They won't all be open to foreigners (and their openness will depend on race) but it's usually pretty clear as they'll either actively invite you over if they're open to you or cover their faces if they aren't.

The prices are displayed on little boards and you can probably use Google translate to communicate.
