Do you think the military creates weapons? No they contract a firearms company who manufacturers and sells them armaments. Does the Air Force build planes? No an aeronautics firm will design and build them. That's just the big stuff. Everything from sanitation, catering, and IT is contracted out to numerous companies. The DOD employees almost a million civilian contractors.
