Good. Now do the ruler thing to adjust your stabilizer such that ANY wobble is in your movements, not the tool.

Then do it again.
And again.
And again.
And again. And keep doing it. Try different postural positions and angling of the tablet, try paying attention to how you move your muscles.

When you get tired, draw a doodle. Don't worry about construction or anything, just draw directly. No undos, no erasing- imagine you were drawing in ballpoint pen. It doesn't matter if you think it looks like shit, it's just for fun in the act and to make something exist.

Then do more of the line control practices.

That is all you have to do for the next month. Line control, and doodles. Don't even need to reply here anymore unless you have a S.M.A.R.T. question:
>Specific
>Measurable
>Action-oriented
>Relevant
>Time-bound

IE "How do I get good?" is a bad question. "What are some good tutorials?" is a bad question. "Does anyone have a video tutorial for constructing adult anime heads that is under 5min long or more pictures than words?" is a good question.
