Yes. 13" Ipad is a beast and samsung peaked at s9 so you dont need anything else than both of those tablet to draw (samsung s10 is a massive failure). But again, tablet is aimed for portability, if you're guy who spent most of your days outside you'd want to get yourself a tablet, but if you prefer to draw in your room get yourself a display tablet. A 22" display tablet have the same price range like 13" tablet, so you might want to consider that as well
