It's not just the visual aspect, the tone and pace of the narrative/directing, makes it much more emotionally shallow.
In 99 you have a lot of detail, nuance and implications and becomes more immersive as a result. In 11 everything is rushed, generic, too sanitized and 'made obvious' and harder to connect with the characters and situations, it's more 'ADHD' for a lack of a better term.

I'd only watch it from the point the OVAs end, so the start of Chimera Ant arc, unless you want to read the manga.
