It's mostly an american thing, here in Italy we don't see Argentina as a different place from us.
There is also the racial element, when the original indio population is more visible, and there is also politics involved, most south american nations especially in the past weren't perceived as part the west, both economically and politically.
Does it make sense? Not always but since when politics does.
