there are lots of independent train drivers, they're used often at short notice to cover drivers who can't make it to work for whatever reason. even if there weren't all you need to do is quietly train up some instructors and teach people. then it double fucks the unions because even after they end their action you've flooded the market with drivers reducing their leverage
