Yes. Most of the people who were famous scientists or engineers or doctors etc were greks, not romans. The Roman's were only good at war. They grew by conquering, and just kept fighting until all hope for a better future was destroyed. Rome would have industrialized if the patricians didn't use so much slavery on the subjugated peoples, all the technology existed to create it but their society was too backwards and violent to see social progress.
