You can use the global template if you think there's something about the post that especially deserves a global ban. Some boards have local templates that are "redundant" to the global rules (such as /vp/'s "NWS/Furry" template), which apply local bans instead of global. I suppose they're there because those boards are expected to have some manner of rule violations, which fall under those templates, which are considered more understandable just because of the kind of board it is. For example, people might assume that /d/ or /h/ is the appropriate place for loli porn because they're not aware of the rules, and their misunderstanding doesn't need the full global ban you would give somebody for spamming loli porn on /a/.

That's kind of the logic behind the warning template for yaoi and yuri, too -- people mistakenly posting that kind of hentai on /h/ don't necessarily need a ban. But I do think /h/ should ALSO have an actual off-topic ban template like pretty much every other board does.
