Garbage outside of /b/, quality of posts, and even off-topic cover threads like ">greentext, tips fedora." Usually they're most deserving of a quality of posts ban, if not just a delete. You can use garbage outside of /b/ if somebody starts a thread that is really toxic and over-the-top as far as flaming/trolling goes.
Something to keep in mind when dealing the garbage and quality rules is that your go-to should be the delete button unless the post really makes you think, "wow, this poster needs to be kicked off the website for a day." You don't have to think of a template to BR every post you see, just deleting is often the correct choice. The worst thing that can happen is that they repost it, and then you can BR them.
