What’s important is that, if the baltics struck first, then Russia would have a plausible excuse for invading and NATO countries would have an excuse to stand back and do much less than they would if Russia threw the first punch. The caroline test exists but it’s not nearly as clear cut as “such and such attacked first so they are the aggressor”, and NATO holds military exercises near Russia’s border so it would be easy for NATO states to argue that military exercises don’t justify preemptive self-defense as an excuse for chickening out
