Paid astroturfing is a real thing but the truth of the matter is that the vast majority of ostensibly nonpolitical community organizations are, by virtue of leadership and community conformity, de facto politically aligned and work closely alongside if not completely intertwined local politicians. So people think "paid actor" when they interpret turnout as incongruous when the reality that the local community center and churches are an extension of existing political structures.
