This sounds like a JustStopOil fever dream. Aside from that, it wouldn't work that way. Like other anons I'm sure have told you, doing some retarded shit like that ensures you just pissed off *everybody*, including the likes of China, India, Russia, and many, many, many more.
It'd probably wind up making North America a much larger player in the oil game than anybody (except Canadians, Americans, and Mexicans).
