I don't know if this is true, or if I misunderstood it, but my Criminal Law teacher once told our class that even tho the Crown is supposed to decide if they want to pursue, in practice in almost every big urban center its the chief of police who gets the last word.
In any case, we have the right to self-defense but not the right to the means of defending oneself, so yeah...
