I dont agree. GSC in 2010 had less than 200 employees, were doing everything in-house and received limited support from a soon to be bankrupted THQ. In 2025 they have 500 staff (not counting subcontractors), are working on an engine with massive industry support with a vast amount of premade assets and code; and received regular enthusiastic cash injections and tech support from Microsoft in order to get in available for gamepass. They are not a struggling indie dev, and expectations should reasonably be much higher than were placed on old GSC.

Shouldn't really matter. Just because some guys never came back when GSC reopened and instead made survarium and the metro games, doesn't mean that those remaining should be incapable of building upon the setting and mechanics; that's just a competence and direction issue.
