It's not a matter of individual combat experience, there's a ton of Russian mobiks who have lots of combat experience at this point but no one would call them an effective fighting force. It's a matter of institutional knowledge, of having run into problems in the past, having developed SOPs to deal with them, and training those SOPs into new recruits.
