You can always reverse things on a lathe, aka put the drill bit in the chuck and put your casing in a fixture in the tool post.

I think machining casings from brass rod is a stupid idea, machined brass exists and is avoided unless you have no other option because it's much weaker. One solution imo would be to machine the thicker rim and primer pocket with a shoulder, and solder that into a matching brass tube. The tube is drawn and much stronger.

I remember a polish guy on YouTube made his "wolf" 9mm SMG from scratch including the ammunition. He had entire buckets of spent 7,62*39 brass, he cut away the neck on a lathe and turned an offset hole at the back so that a nail gun blank would fit with the rim exposed to the firing pin at the center.

Offset work is trivial on a lathe, what's important is your setup and making batches for repeatabity.
