You necessarily have to thin out the webbing to make room for the tube. A case manufactured that way would be unsuitable for rifle pressures for the same reasons a shotgun hull is. Brass rod is formed by extrusion the same way tubes are, there's no magical strength benefit to using a tube and there's strength gained from monolithic unit as compared to a solder joint.
